Marla Fisher Cooper previously had the honor of serving as District 9 Council Representative for two terms. She is running to bring experienced, accessible, and accountable leadership back to Lower Plaquemines, with a focus on jobs, infrastructure, rebuilding, and protecting the way of life that makes our parish special.

Priorities for District 9

Jobs & Economic Development

Work to bring businesses, investment, and good-paying jobs back to Lower Plaquemines.

Infrastructure & Waterways

Focus on roads, drainage, public facilities, dredging needs, and reliable waterways that support residents and industry.

Rebuilding Made Practical

Review local rebuilding rules, work with state and federal agencies, and look for practical ways to help families and businesses rebuild.

Youth & Community Programs

Continue supporting recreation and youth programs while listening to parents, coaches, volunteers, and residents.

Accessible Leadership

Be available, listen to concerns, communicate clearly, and work toward solutions for all of District 9.

Responsible Growth

Encourage growth that respects our communities, protects our heritage, and supports future generations.

A Renewed Focus on Economic Development

Tourism is important, and Plaquemines Parish should continue promoting what makes our area special. At the same time, Marla believes economic development deserves dedicated attention focused on recruiting businesses, improving infrastructure, supporting existing employers, and creating new opportunities.

Marla would like to work with parish administration, the Port, industry leaders, local businesses, and residents to identify what is holding businesses back and what it will take to bring more investment to Lower Plaquemines.

  • Are lease costs, taxes, insurance, or permitting discouraging businesses?
  • Are waterways, slips, and passes being maintained enough to support marine commerce?
  • Do businesses have the roads, utilities, broadband, workforce, and infrastructure they need?
  • How can we better market Lower Plaquemines for marine, energy, fishing, seafood, and industrial opportunities?

Proven Experience

During her prior service as District 9 Council Representative, Marla worked on issues important to Lower Plaquemines, including seafood retail and dock regulations in the Venice Boat Harbor, parish planning efforts, coastal restoration, environmental concerns, and government accountability.
